Multistate Trust Owned Service Stations
When the Multistate Environmental Response Trust (the Multistate Trust) was established in 2011 as part of the Tronox bankruptcy settlement, it took title to 258 sites formerly owned by Tronox in 22 states. The sites were designated as Owned Service Stations (OSSs). While the majority were former gas and service stations, others were vacant tracts of land that Kerr-McGee and related entities acquired for potential service station operations but never developed.

In many cases, the Multistate Trust received no documentation whatsoever and/or no regulatory closure verification from Tronox. To determine an OSS’s historical usage, current environmental conditions, and suitability for conveyance, the Multistate Trust worked with its third-party consultants under the oversight of the relevant state regulatory agencies. In some instances, the Multistate Trust had to remediate soil and groundwater contamination to achieve regulatory closure.
Our Success
Since 2011, the Multistate Trust has
completed environmental actions or determined that no environmental actions are required at 222 OSSs,
undertaken environmental actions at 23 additional OSSs,
sold 196 OSSs – 76% of the OSS portfolio, and
generated more than $15.2 million in sale proceeds, which will help fund future site assessments and environmental actions at other Multistate Trust sites.
